The Department for Work and Pensions (DWP) has replaced the man heading up the Universal Credit programme but insisted the project is still on time and on budget. Hilary Reynolds has taken over the role of programme director from Malcolm Whitehouse who has so far brought the programme to its current stage. Universal Credit will replace the six income-based benefits and tax credits with a single monthly payment paid directly to claimants from October 2013.
