Voters are going to the polls today at Exeter and Norwich - more than four months after council elections elsewhere in England.

Councillors were forced to seek re-election after a court ruling following rejection of plans for new all-purpose unitary authorities.

In the largest voting test since the general election and formation of the coalition Government, both councils are likely to stay under no overall control with only a third of the seats at stake.

A move to grant unitary status to the cities, which would have extended councillors' terms until next May, was quashed by the High Court.

At Exeter, Labour and Tories each defend four seats, Liberal Democrats three and the separate Liberal Party one.

The remaining seat was held by a former Labour councillor who became independent but he is now standing for Conservatives in another ward.

In Norwich, the seats up are six Labour, four Green, two Liberal Democrat and one Conservative.

Results are expected in the early hours.
