Three more Scottish Local Authorities have selected Covalent's Corporate Performance Management suite to help drive service improvement and to manage their Single Outcome Agreements.  The deal now means that more than half of all Scottish Councils are now using Covalent (17 out of the 32 in total).

Fife Council, Stirling Council and Clackmannanshire Council conducted a joint procurement exercise and evaluated a number of vendors before opting for Covalent. Fife Council initially decided to evaluate the market and identified the two neighbouring councils who were keen to support a collaborative approach to procurement.

Speaking on the joint procurement, Peter Corbett, Strategy & Performance Manager for Fife Council said, "Our robust technical specification and evaluation framework provided an excellent foundation from which to assess a very strong set of tender submissions and we were delighted to award the contract to Covalent as the outright winner.

Their well- evidenced tender submission and detailed presentation provided clear assurance that the product would fulfil our requirements and we are now looking forward to implementation within each of our respective councils. We were particularly impressed by the visual presentation and reporting capabilities as these are critical to helping our stakeholders analyse, interpret and manage performance.

The modular nature of the product also provides additional flexibility. We are also pleased with the arrangements that are in place to support implementation.

Our experience of this type of collaborative procurement has been extremely positive and provides a possible model for others to follow. We would actively encourage other councils to consider this approach."

The three Councils will be using Covalent to monitor performance indicators, track action and improvement plans, manage corporate risk and for self assessments and inspection management.  They also opted for the geographic performance mapping, web publishing and strategy maps modules, as well as the integration and charting modules.

In addition to its 17 Scottish Council customers, Covalent has a number of other customers north of the border, including SportScotland, Glasgow Housing Association,  Museums Galleries Scotland and NHS Ayrshire & Arran.
