Changes to the evaluation of rough sleeping numbers

Housing Minister Grant Shapps has today overhauled the way local areas assess the number of people sleeping rough, to more accurately assess the scale of the problem and put councils and homeless charities centre stage in the process. Homeless Link has a new role in supporting local authorities to estimate levels of rough sleeping in their locality and, where appropriate, to provide verification for their count.
Homeless Link has produced a toolkit to help local authorities, in partnership with other local agencies, to evaluate the extent of rough sleeping. It contains guidance on carrying out an estimate and a count.
