English Partnerships today announced that six developers or developer consortia have been short-listed to become English Partnerships’ preferred development partner at the national regeneration agency’s Roussillon Barracks site in Chichester.

The barracks, have been ear-marked for a new community as part of English Partnerships’ programme to provide affordable housing by returning surplus public sector land to community use.

David Edwards, Director for English Partnerships Southern Region, said: “English Partnerships wished to create the opportunity for more than one developer to become a partner on selected sites such as this, on the basis it would offer the potential for a wider range of developers, including housing associations, to become involved and help increase the choice of new and affordable homes.

“This has shown to be the right decision, as the majority of those short-listed are consortium focussed.

"Before proceeding we will be establishing the value for money proposition and carefully assessing  the financial offers and status.”

“We were particularly impressed by the credentials submitted from those short-listed.   Each has taken on board our overall development goals and demonstrated a commitment to sustainability, energy efficiency and community engagement.”

“Following such a positive response briefings have been held and we will now move to receiving final bids in November with two or three of those being selected for best and final offers.  In December we will announce those on the final short-list.”

All homes built will meet English Partnerships design and environmental standards and are to meet a minimum requirement of Level 3 for the Code of Sustainable Homes, increasing to Level 4 and higher dependent on the construction programme.

The density of residential development at the site will be between 40 and 70 units per hectare, and may include a residential care home or retirement living.

The 17.07-acre site sits immediately south of the retained MoD land, and directly west of the former Graylingwell Hospital site which is also currently being developed by English Partnerships and developer partners Linden Homes and Downland Homes.

David Edwards concluded: “This is an outstanding site and a practical demonstration of the Government’s Housing Green Paper by unlocking more surplus land to meet housing needs.”
