The National Housing Federation is scrutinising the Government's amendments to the Housing Bill, which were tabled last night.

Ruth Davison, director of campaigns and neighbourhoods at the National Housing Federation, said: "We welcome the fact that the Government has amended the Bill and has recognised some of our concerns, but there are still a number of areas that need to be addressed.

"We are still concerned about the level of state control laid out in the bill, the lack of level playing field between profit-making and non-profit providers and regulation of associations' community activity.

"Housing associations should first be accountable to their boards, customers and communities and not the regulator.

"This bill still doesn't do that."
