Aims and objectives

In early 2010 the IPCC will issue new statutory guidance for police complaints procedures. This will add momentum to the pace of reform which began with the Taylor Review and new police conduct and performance regulations in December 2008. Capita’s The Taylor Reforms: One Year On Conference offers high level strategic support as well as practical guidance to take your force to the next stage of compliance with the regulation reforms on conduct and performance.

Designed for senior police representatives and those responsible for professional standards, conduct and force-wide learning, the conference brings together stakeholders to review progress and identify what must now be done. Sessions will include:

  • A practical troubleshooting session with the Home Office
  • An introduction to the new IPCC guidance and what it means for your force
  • High level legal advice on how to stop performance issues escalating into misconduct
  • An interactive panel discussion on how to meet public expectations
  • Practical advice on making learning and development a force priority
  • Case studies showcasing good practice and the challenges of implementation

Improving public confidence in the police is a national priority. To achieve this goal it is essential to ensure that high standards in police conduct and professional behaviour are implemented. Attend this important event to learn skills to confidently address performance issues and misconduct in your force.

Benefits of attending

  • Hear the brand new IPCC updated statutory guidelines for the police complaints system
  • Take the opportunity to submit your questions in advance to the Home Office and listen to their response and clarification
  • Learn how to empower line managers to address performance issues early on and promote standards of professional behaviour
  • Clarify the distinctions between unsatisfactory performance, misconduct and gross misconduct
  • Benchmark your force’s progress in implementing the reforms by hearing other local case studies
  • Hear from speakers who have encouraged organisational culture change and ensured whole force ‘buy in’ to new procedures
  • Get to the heart of misconduct processes by hearing advice for managing the workload, running timely investigations and conducting ‘health checks’

Speakers include:

  • Chair: Baroness Harris of Richmond, Home Office Spokesperson for Police Matters and Deputy Speaker House of Lords
  • Detective Superintendent Martin Darlow,  Head of Professional Standards,  Bedfordshire and Hertfordshire Police
  • Detective Superintendent Vic Marshall,  Policing Powers and Protection,  Home Office
