1.Designs and plans civil engineering and highway maintenance schemes and works – prepares cost estimates, drawings, specifications and documents required to tender and construct works.
2. Carries out site surveys, inspections and investigations.
3.Prepares detailed information and working plans required for construction purposes. Undertakes setting out of works on site and carries out on site checks of levels, co-ordinates and the works.
4.Assists in monitoring the progress, quality and workmanship of works under construction.
5.Measures and values completed works for record and payment purposes – maintains financial and administrative records and monitors expenditure.
6.Assists in the preparation and implementation of detailed works programmes.
7.Provides specialist engineering advice.
8.Works with other Engineers, Technicians and supervises support staff as required.

Qualification/Training in Civil or Highway Engineering (HNC / HND or Degree)
Experience in Civil or Highway Engineering design and construction. Competent in the use of AutoCAD, Word, Excel computer software.Experience in the use of computer aided design technology.Previous experience of local authority highway maintenance works including asset management and highway scheme design.At least 2 years experience in a design office.
Must be able to recognise discrimination in its many forms and willing to put the Council's Equality Policies into practice.Must be sensitive to the needs of disadvantaged groups in the provision of the team's services
Must have the ability to communicate well verbally and in writing.Motivated and able to work with minimum supervision and as part of a team.Ability to work to deadlines and prioritise workload to achieve target completion dates for work packages.
Although Postholder will generally work normally accepted office hours he/she must be willing to work outside normal office hours and at weekends when required, to meet the operational needs of the Group.Prepared to work in adverse site conditions. Valid driving licence.
